Rouzer Welcomes Dr. Ibadoghlu’s Transfer to Germany for Urgent Medical Treatment
WASHINGTON, DC - Congressman David Rouzer (R-NC-07) welcomed the transfer of Dr. Gubad Ibadoghlu to Germany, where he can finally receive urgently needed medical treatment. Dr. Ibadoghlu arrived safely in Berlin at approximately 4:00 a.m. on Tuesday, September 29, 2026. While the criminal charges against him remain in place, his arrival in Germany provides an important opportunity for him to receive the medical treatment he has urgently needed and sought for years. “Dr. Ibadoghlu is now safely in Germany and able to receive the medical care he urgently needs and has long been seeking," said Congressman Rouzer. "In the meantime, I’ll continue to call for his immediate and unconditional release. Emin and his family have shown tremendous persistence throughout this ordeal, and I hope Dr. Ibadoghlu can return home to his family soon.” Dr. Ibadoghlu’s son, Emin Bayramli, said, “Our family is deeply grateful to Congressman Rouzer and his office for standing with us from the beginning. We also thank the German government, the State Department, the Administration, and everyone who supported our family and advocated for my father.” Dr. Ibadoghlu was arrested on July 23, 2023, and held at the Baku Detention Center in Azerbaijan. During his detention, his health deteriorated, and he was denied access to necessary medical treatment. He was transferred to house arrest on April 21, 2024, but his freedom remained restricted, and he was prohibited from receiving medical care. His case remains unresolved for more than three years, leaving him and his family in continued uncertainty. On February 6, 2025, Congressman Rouzer (R-NC-07), alongside Congressman Frank Pallone (D-NJ-06), introduced a resolution condemning the Azerbaijani government’s treatment of Dr. Gubad Ibadoghlu and calling for his immediate and unconditional release.
