Hoeven: Corps Awards Almost $20 Million Contract Supporting Construction of FM Flood Protection Southern Embankment

WASHINGTON – Senator John Hoeven today announced that the U.S. Army Corps of Engineers awarded a new contract of nearly $20 million to continue construction of comprehensive flood protection in the Fargo-Moorhead region. The funding is made available under the$437 million Army Corps’ award that Hoeven secured in 2022. Specifically, the Corps is awarding$18,689,731for construction of the Southern Embankment Reach (SE-3) and associated work in support of the project to HSG Park Joint Venture 2, LLC of Harvey, North Dakota
“This first-in-the-nation project continues to progress with this new nearly $20 million contract that supports the construction of the southern embankment and other critical flood protection efforts in the Fargo-Moorhead region,”said Hoeven.“We will continue working to ensure this comprehensive flood protection project is fully funded, as our previous efforts have been vital in advancing the project while minimizing local costs and keeping construction on schedule.”
The contract follows Hoeven’s efforts to:
1. Pass16 acts of Congress, including:
2. Fully fund the$750 million federal cost share.
3. Advance this as the first major Army Corps project to utilize thepublic-private partnership(P3) split-delivery model and aWater Infrastructure Finance and Innovation Act(WIFIA) loan.
4. Coordinate efforts acrossfour federal agencies.
5. Provide funding and flexibility to concurrentlyraise I-29andbegin excavating the Red River Control Structureto keep the project on schedule.
6.Resolve the easement issueon lands purchased with Hazard Mitigation Grant Program (HMGP) funding, allowing the project to use an alternative route.
