Peters Helps Pass Water Resources Development Act and Funding for San Diego Projects

September 16, 2026 Washington, D.C. — Today, Representative Scott Peters (CA-50) released the following statement after the House passed the Water Resources Development Act (WRDA), a biennial authorization to invest in water resources and infrastructure across the country. Included in this bill were several wins for San Diego localities: Directs USACE to expedite completion of the San Diego Bay flood risk management study associated with sea level rise in partnership with the Port of San Diego as authorized by 2024 WRDA Removes language that provides USACE discretion to allocate less than the full amount made available from the Harbor Maintenance Trust Fund for the Port of San Diego Authorizes $11,500,000 to rehabilitate infrastructure at the David C. McCollom Water Treatment Plant in northern San Diego County. “San Diego is vulnerable to some of the worst consequences of the climate crisis, from droughts to rising sea levels, to floods that destroy homes and neighborhoods,” Rep. Peters said. “WRDA helps ensure our region is resilient and responsive to extreme weather events caused by climate change. Supporting the infrastructure that makes San Diego strong and resilient is one of my most important roles in Congress, and I will continue to make sure our waterways can safely serve our communities and businesses for years to come." WRDA authorizes the U.S. Army Corps of Engineers (USACE) to undertake major construction projects to strengthen the nation’s water and wastewater infrastructure. It also extends and modifies USACE’s authority over current projects and programs to streamline project planning. Eligible funds must then be appropriated by Congress through separate legislation. ###
