September 4, 2025 Press Release Contact: Lexi Kranich (814) 380-4408 WASHINGTON, D.C.— Today, Congressman Pat Harrigan (NC-10) voted to pass H.R. 4553 , the Energy and Water Development Appropriations Act for Fiscal Year 2026, legislation that directs federal funding for U.S. energy innovation, nuclear security, water infrastructure, and flood control. “Energy security is national security, and this bill invests in both,” said Congressman Harrigan. “It funds the Army Corps of Engineers to keep our rivers and coasts strong, secures the grid against cyber threats, and accelerates advanced nuclear power so America—not China—sets the terms of global energy leadership. This is about keeping our lights on, our people safe, and our economy untouchable.” The bill provides over $1.7 billion for the Army Corps of Engineers’ civil works program, including construction, flood control, and storm protection projects. It increases resources for grid cybersecurity and resilience, expands funding for advanced nuclear energy, and sustains cleanup of Cold War nuclear sites. It also fully supports the Strategic Petroleum Reserve and invests in water projects critical to agriculture, navigation, and drought resilience. The legislation now heads to the Senate, where Congressman Harrigan is calling for swift passage to ensure America’s energy and infrastructure are strong enough to withstand threats from both nature and our adversaries.
