Ciscomani Leads Bipartisan, Bicameral Effort to Honor Arizona Marine Nicholas Quets

Tucson, AZ - Representative Juan Ciscomani today introduced a bipartisan, bicameral legislative package to honor the life and legacy of Arizona Marine Corps veteran Nicholas Douglas Quets and strengthen protections for Americans traveling in Mexico. After Nicholas was tragically killed while traveling in Mexico, Ciscomani has worked to ensure his life is honored and turn this tragedy into meaningful action to better protect American families traveling abroad. The package would honor Nicholas’s service, strengthen coordination between the United States and Mexico in responding to crimes against Americans, and advance protections for Americans traveling in Mexico. The package, led by Representative Ciscomani, includes: A resolution honoring Nicholas’s life and service, recognizing his sacrifice and dedication to our country. The Nicholas Douglas Quets U.S.-Mexico Rapid Response for Victims of Crime Act, which would strengthen coordination between the United States and Mexico to ensure American victims of crime receive timely support and assistance. Representative Ciscomani is also proud to have recently joined Representative Eli Crane in introducing the Nicholas Douglas Quets Border Safety Travel Act. While driving to Puerto Peñasco, Nicholas was chased down and murdered by Sinaloa Cartel gunmen after fleeing an illegal checkpoint. The cowardly killing of this tremendous young man is yet another tragic instance of Americans being targeted by sinister cartels that operate with near-total impunity across Mexico. After listening to his father, retired U.S. Army Lieutenant Colonel Doug Quets, I was honored to work with him and Representative Juan Ciscomani on two bills and a resolution in Nicholas’ name. Eli Crane. Nicholas Quets, a Tucson native and U.S. Marine Corps veteran, was murdered on October 18, 2024, in Mexico during a vicious attack perpetrated by Sinaloa Cartel-affiliated narcoterrorists. In the wake of this act of violence, Nicholas’s family has led the charge to transform their grief into real action, fortifying national security and demanding robust safeguards for Americans who fall victim to violent crime abroad. The resolution honoring Nicholas Douglas Quets recognizes his life and service, pays tribute to his family and unequivocally condemns cartel violence. The Nicholas Douglas Quets U.S.-Mexico Rapid Response for Victims of Crime Act would establish a robust, binational rapid response protocol for serious crimes against U.S. citizens in Mexico therefore fortifying communication and coordination between U.S. and Mexican authorities,  leading to mandating improved evidence sharing and joint investigative and extradition efforts to guarantee transparent communication with victims’ families.​ The Nicholas Douglas Quets Border Travel Safety Act would mandate warning signage at land ports of entry and along routes near high-risk areas identified in Department of State travel advisories. It would equip travelers with up-to-the-minute safety information and digital resources, while requiring forcing heightened coordination with state and local transportation and public safety agencies. ​This legislative package builds upon Rep. Ciscomani’s determined efforts to defend Americans and law enforcement along the southern border. As the representative of a border district, Ciscomani has led the fight for increased accountability for those who threaten law enforcement, including spearheading the Agent Raul Gonzalez Officer Safety Act, which passed the House to enact tough federal penalties for individuals who fail to yield during high-speed pursuits involving federal, state, or local law enforcement supporting the federal government. ​Building on their shared commitment to protect Arizonans, Reps. Ciscomani and Crane are working to turn Nicholas’ tragic death into meaningful action. Their efforts will strengthen protections for Americans, improve U.S.-Mexico coordination, and hold those responsible for violence against Americans fully accountable for their actions. Rep.
