Senator César J. Blanco Passes Bill to Expand Clean, Reliable
Geothermal Energy in Texas
Austin, Texas – The Texas Senate has passed House Bill 4370, authored by Representative Will
Metcalf and sponsored by Senator César J. Blanco, to expand the use of geothermal energy in
Texas.
As Texas explores more sustainable energy solutions, geothermal systems, using heat from
underground water, are gaining momentum. House Bill 4370 supports this effort by allowing
local districts, such as water and utility districts, to build infrastructure that uses geothermal
energy. This helps reduce demand on the state’s electric grid while preserving local control and
accountability.
HB4370 is part of a broader statewide push to advance thermal energy networks as a way to
tackle key challenges like housing affordability, grid reliability, energy efficiency, and local job
creation.
Senator Blanco issued the following statement:
“Texas is already a leader in energy, but as demand on the electric grid grows, we need to think
about how we sustain our energy infrastructure and remain leaders in the next generation of
energy solutions.
Geothermal energy is clean, consistent, and right beneath our feet. By giving local districts more
flexibility to invest in that technology and meet future energy needs, we unlock potential to bring
new jobs, more energy security, and lower energy costs for families and communities across
Texas.”
The bill passed the House with bipartisan support and now heads to the Governor’s desk.
