Rep. Bera Applauds House Passage of Bipartisan DOMINANCE Act

WASHINGTON, D.C. — Today, the U.S. House of Representatives passed H.R. 7037 , the Developing Overseas Mineral Investments and New Allied Networks for Critical Energies (DOMINANCE) Act , bipartisan legislation introduced by Representatives Ami Bera, M.D. (CA-06) and Young Kim (CA-40) to strengthen U.S. energy security, reduce reliance on the People’s Republic of China (PRC) for critical minerals, and build more resilient supply chains with trusted allies and partners.
Critical minerals are essential to America's defense industrial base, advanced manufacturing sector, and emerging technologies. Yet the People’s Republic of China's dominance in rare earth processing continues to create a strategic vulnerability for the United States and its allies.
The DOMINANCE Act takes a comprehensive approach to addressing this challenge by expanding cooperation with allies and partners, supporting strategic mineral and energy investments, strengthening U.S. energy diplomacy, and investing in the workforce and expertise needed to build secure, diversified, and resilient critical mineral supply chains.
“Securing reliable access to critical minerals is not a Democratic or Republican issue—it’s an American issue,” said Representative Bera. “Today, China controls roughly 90 percent of global rare earth processing capacity, creating a strategic vulnerability that Beijing has shown it is willing to exploit through export restrictions and economic coercion. The United States must continue expanding domestic mining, processing, refining, and recycling capacity, but we cannot build secure and resilient supply chains alone. The DOMINANCE Act strengthens cooperation with trusted allies and partners, mobilizes strategic investment, and aligns our diplomatic and economic tools to reduce dependence on vulnerable supply chains. I’m proud to partner with Congresswoman Young Kim on this bipartisan effort to strengthen America’s economic competitiveness and national security.”
