Kennedy on Russian sanctions bill: “We need to stop talking and start voting”

Graham Sanctioning Russia Act of 2026, a bill that would target Russian oil revenues to combat Vladimir Putin’s assault on Russia, in a speech on the U.S. Senate floor. Key excerpts of the speech are below: “The Senate needs to pass the Russian sanctions bill, and we need to do it now. We have the votes. Let’s vote. “Ukraine has Putin down and is choking him. We need to help Ukraine choke him to death. I’m sorry the people of Russia are having to undergo what they’re undergoing. I’m doubly sorry for the people of Ukraine. But it’s not going to stop until Putin understands, and we make him understand, that the costs of his barbarism outweigh the benefits.” . . . “This will cut off Putin’s cash flow. One simple bill.
