Sen. Rick Scott Introduces Legislation to Close Loopholes Exploited by Communist Chinese Linked Companies in the U.S.
Sen. Rick Scott Introduces Legislation to Close Loopholes Exploited by Communist Chinese Linked Companies in the U.S.
November 18, 2025
WASHINGTON, D.C.
– Today, Senator Rick Scott announced the introduction of the
Chinese List Entity Alignment and Review (CLEAR) Act
and the
National Defense Supply Chain Integrity Act
to strengthen the U.S.’s scrutiny of Chinese companies operating in the United States. The
CLEAR Act
would require the Department of War (DoW) to review any Chinese entity listed under any other U.S. government restrictions and determine whether it should also appear on the 1260H list of Chinese companies benefitting their military, and the
National Defense Supply Chain Integrity Act
would limit these companies’ ability to contest their placement on the 1260H list. This would close any gaps that have allowed Communist Chinese military-linked companies to avoid inclusion on the 1260H list.
These bills continue
Senator Scott’s efforts
to protect America’s national security and counter Communist China’s influence by prohibiting the DoW from purchasing any Chinese-made telecommunications equipment, pressing for greater scrutiny of Chinese entities across federal sanctions lists, requiring disclosures of pharmaceutical ingredient origins to reduce reliance on Chinese drug manufacturing, strengthening the 1260H list process, and advancing multiple provisions in the Senate-passed NDAA to eliminate Communist China from U.S. supply chains. Senator Scott has also previously introduced the
No Safe Harbor for the Enemy Act
to stop the Chinese Communist Party’s (CCP) exploitation of the U.S. judicial system.
Senator Rick Scott
said, “For decades, inefficiencies by the United States government have allowed dangerous Communist Chinese companies to continue operating and selling products to our military and American families while benefitting our adversary. If a foreign company is identified as a threat to one aspect of our nation, it should be treated as a threat everywhere. My two bills, the
CLEAR Act
and
National Defense Supply Chain Integrity Act
, would streamline the ban of dangerous companies that are included on the Department of War’s 1260H list, the FCC’s Covered List, and any government blacklist to ensure our nation is protected on all fronts and that these companies stay on as long as they are connected to the CCP. These bills will be a great step to closing loopholes in our supply chain that China has exploited for years while providing more tools for President Trump and his administration to safeguard our national security.”
