Congressman Pat Harrigan Votes to Protect Affordable Manufactured Housing

January 9, 2026 Press Release Contact: Lexi Kranich (814) 380-4408 WASHINGTON, D.C.— Today, Congressman Pat Harrigan (NC-10) voted to pass H.R. 5184 , the Affordable Housing Over Mandating Efficiency Standards Act (HOMES), legislation that stops federal energy rules that would raise the cost of manufactured homes and make housing less affordable for working families, seniors, and first-time buyers. “Manufactured homes give people a real chance to own a place of their own,” said Congressman Harrigan. “When federal agencies add new requirements without weighing the cost, families feel it immediately in the price tag. I’ve seen how hard people work just to get ahead, and housing policy should respect that reality.” In recent years, the Department of Energy finalized energy standards for manufactured housing that did not fully account for factory-built construction, regional differences, or the impact on upfront costs. The Affordable HOMES Act blocks enforcement of those rules and requires future recommendations to consider affordability, real-world construction methods, and long-term costs for homeowners. With House passage, the Affordable HOMES Act now moves to the Senate. Congressman Harrigan is calling on lawmakers to act quickly to protect affordable housing options and prevent federal mandates from putting homeownership further out of reach.
