HUNTINGTON, W.Va. – U.S. Senator Shelley Moore Capito (R-W.Va.), a leader on the Senate Appropriations Committee, today received updates on the construction of Marshall University’s Institute for Cyber Security (ICS) in Huntington, W.Va. This visit highlighted the impact that Marshall’s ICS will have on cyber security and cyber workforce development in West Virginia and across the nation. “For years, I have worked as a member of the Senate Appropriations Committee to direct resources toward Marshall to help this emphasis grow, and I am thrilled today to be receiving updates on its construction,” Senator Capito said. “The Institute for Cyber Security will bolster our cyber security workforce, both now and in the future, and will make West Virginia a hub for cyber security protection of our country’s most critical assets.” BACKGROUND: The creation and construction of Marshall’s ICS is a result of years of Senator Capito’s advocacy and support. In February of 2026 , Senator Capito led a hearing examining the cyber security challenges impacting American water infrastructure. This hearing featured Dr. Scott Simonton, a Fellow at Marshall University’s ICS. In May of 2024 , Senator Capito participated in the groundbreaking ceremony on Marshall University’s ICS. In October 2021 , Senator Capito visited Marshall University for the launch of the school’s new ICS. As a leader on the Appropriations Committee, including serving as a member and former Chairman of the Homeland Security Appropriations Subcommittee as well as a member of the Defense Appropriations Subcommittee, Senator Capito has championed funding for this project. In September of 2024 , Senator Capito secured $15,000,000 for Marshall University for cyber security training of critical infrastructure operators in West Virginia. In June of 2023 , Senator Capito secured $1,000,000 for Marshall University to support research and education in cyber security.
