Hoeven Statement on $8 Billion Harvest Fuel Relief Program
BISMARCK, N.D. – Senator John Hoeven today issued the following statement after the Trump administration announced an $8 billion program to help farmers cover increased input costs during harvest season. The Harvest Fuel Relief program is funded through the Commodity Credit Corporation (CCC) and will provide assistance in a manner similar to the Farmer Bridge Assistance (FBA) program that Hoeven worked to advance. Under the program, the Farm Service Agency (FSA) will: Provide a one-time payment to producers for losses during the 2026 crop year using a formula based on: FSA reported planted acres. Economic Research Service cost of production estimates. World Agricultural Supply and Demand Estimates yields and prices. Release commodity-specific payment rates for Title I commodities in November. Payment information for additional eligible commodities will be released at a later date. Producers of non-Title I commodities, including specialty crop growers and fishermen, are encouraged to provide data related to increased fuel costs to HarvestFuel@usda.gov to help the U.S. Department of Agriculture (USDA) determine payment rates. Provide an online pre-filled application to eligible producers with a Login.gov account that is linked to USDA. Pre-filled applications will be made available in advance of the application period announcement. “Between the newly-announced Harvest Fuel Relief Program and the enhancements we made to ARC and PLC, which went into effect this month, producers are receiving meaningful assistance to help them cover their increased input costs during harvest,” said Hoeven. “We appreciate President Trump and Secretary Rollins for continuing to work with us to keep our farmers afloat during these challenging times. We will continue our efforts to pass a Farm Bill that further strengthens our farm safety net, secure better market access for producers and unleash American energy production to bring down input costs, including diesel and fertilizer prices.” -###-
