Matsui, Sacramento County Announce $1 Million in Federal Funding for Florin Road Safe Stay Community
October 7, 2026 Press Release SACRAMENTO, CA — Today, Congresswoman Doris Matsui (CA-07) held a press conference with Sacramento County leaders and Five Keys to announce $1 million in federal funding for the Florin Road Safe Stay Community . The federal investment will support the installation of modular sanitation facilities to replace the site’s current mobile units, as well as the creation of permanent outdoor gathering space for guests and their pets. These improvements will help strengthen day-to-day operations and make the site more stable, functional, and supportive for the people it serves. “This investment will build real restrooms and showers to replace temporary ones and create permanent outdoor space where folks can spend time together,” said Congresswoman Matsui. “Clean, reliable restrooms are a matter of basic dignity, and they keep people healthy. A place to sit outside with a neighbor or a case manager is where trust starts. And trust is what gets someone to say yes to the next step.” Sacramento County’s latest point-in-time count found more than 7,400 people experiencing homelessness, while also showing more people in shelters than ever before. The Florin Road Safe Stay Community opened three years ago and provides private cabins, meals, showers, laundry, pet accommodations and on-site case management to help people experiencing homelessness move toward permanent housing. “This infusion of critical funding comes at a pivotal moment in Sacramento County’s mission to continue its success in addressing homelessness in impactful and unique ways,” said District 2 Sacramento County Supervisor Patrick Kennedy. “We’re grateful to Congresswoman Matsui’s tenacity in working for Sacramento, working for the important work of addressing homelessness when funding is rapidly dwindling and we’re grateful for her continued advocacy in Washington.” “At Florin Safe Stay, we are providing people with something critically important: a safe place to begin again,” said Heather Calomese, president and CEO of Five Keys. “But shelter is not the finish line.
