Rep. Haley Stevens Demands Swift Refunds for Businesses Hit by Illegal Trump Tariffs

Steven Horsford (NV-4) led their colleagues in calling on U.S. Customs and Border Protection (CBP) Commissioner Rodney Scott to immediately address administrative backlogs preventing American businesses from receiving refunds for duties paid under the Trump Administration’s illegal use of the International Emergency Economic Powers Act (IEEPA). Businesses have reported that delays in CBP’s Consolidated Administration and Processing of Entries (CAPE) system are preventing importers from meeting the agency’s 90-day deadline to request refunds — potentially costing small businesses money they are legally owed. “Sadly, businesses in our districts have reported significant logistical hurdles that they must clear to receive a refund,” the lawmakers wrote. “Under no circumstances should these companies bear the brunt of both the tariffs struck down by the Supreme Court and the denial of tariff refunds because of administrative mismanagement of the CAPE system.” “Michigan businesses should not have to pay the price once let alone twice, first through illegal tariffs, and again because government red tape prevents them from getting their money back,” said Rep. Haley Stevens. “Small businesses in Michigan operate on tight margins, and every dollar matters.
