Representatives Tran, Williams Celebrate Committee Passage of Bipartisan Bill to Protect Small Businesses from Foreign Threats

Washington, D.C. – U.S. Representative Derek Tran’s (D-CA-45) announced today the successful advancement of bipartisan legislation to protect small businesses against threats from foreign adversaries. Tran helped introduce H.R. 10329 , the Combating Foreign Threats to Main Street Act of 2026 , a bill to provide assistance to small businesses facing threats from foreign adversaries, including intellectual property theft, cyberattacks, counterfeit goods, and other threats.
“Small businesses are extremely vulnerable to being targeted by foreign adversaries. It’s no secret that the foreign adversaries, like North Korea and the Chinese Communist Party, are waging an organized global campaign to undercut American influence and steal American intellectual property. To be clear, this bill does not single out any ethnicity or national origin. I will be watching to ensure that the execution of this bill stands in line with its purpose: to protect small businesses because too many lack the legal and cybersecurity resources needed to adequately fight these threats. I’m proud to support this common-sense legislation that connects small businesses to the SBA’s expertise to protect American businesses," said Representative Tran.
Introduced alongside House Small Business Committee Chair Representative Roger Williams (R-TX-25), the bill was reported out of committee unanimously. In particular, the bill requires educational material for small businesses that describes potential threats, identifies best prevention and response practices, and provides government resources for small businesses to effectively respond to threats and protect their bottom lines. It specifically focuses on threats from foreign adversaries, including the People's Republic of China; Cuba; Iran; North Korea; Russia; and the Maduro Regime in Venezuela.
As a former small business owner and Ranking Member of the House Small Business Committee Subcommittee on Oversight, Representative Tran has remained dedicated to uplifting small businesses in Congress. Tran has co-led several bipartisan pieces of legislation, which passed the House with overwhelming majorities, to ensure that small businesses across the country have the resources necessary to succeed:
National security also remains a top priority for Tran. He voted in favor of H.R. 881, the DHS Restrictions on Confucius Institutes and Chinese Entities of Concern Act, to safeguard U.S. research and innovation and protect against Chinese intellectual property theft. Representative Tran is also a member of the powerful House Armed Services Committee, overseeing the Department of Defense, and serves as Co-Chair of the House Democratic National Security Task Force.
