Taylor Leads Bill to Fight Fraud in Federal Healthcare Systems
October 1, 2026 Press Release WASHINGTON, DC – Representatives Dave Taylor (OH-02), Michael Rulli (OH-06), Chuck Fleischman (TN-03), and Roger Williams (TX-25) today introduced the Integrity for Taxpayers Act, which would hold bad actors accountable for misconduct within federal healthcare systems, protect taxpayer dollars, and restore integrity to the systems and services that Americans rely on. “Taxpayer dollars funding federal healthcare programs are designed to serve vulnerable Americans who depend on them, not pad the pockets of fraudsters chasing a quick payday,” said Representative Dave Taylor. “I am proud to lead the effort to root out waste, fraud, and abuse from our federal healthcare systems and hold bad actors accountable who are rigging the system for their own personal gain. In Congress, I will continue working to catch fraudsters in the act and restore integrity to the services that Buckeye families depend on.” “Hardworking Americans should not have to foot the bill for fraudsters abusing our federal healthcare programs. The Integrity for Taxpayers Act closes a loophole that allows bad actors to slip through the cracks and strengthens HHS-OIG’s ability to protect taxpayer dollars. We must root out waste, fraud, and abuse wherever it exists,” said Representative Michael Rulli. "If you break the rules and cheat hardworking Americans, you shouldn’t get a free pass just because you’ve left the job. The Integrity for Taxpayers Act closes that loophole and gives HHS the ability to go after these fraudsters. We’re making it clear: if you cheat the system, you'll face consequences,” said Representative Chuck Fleischmann. “Hardworking Americans deserve to know that their taxpayer dollars are being protected from waste, fraud, and abuse. When bad actors take advantage of federal programs, they must be held accountable," said Representative Roger Williams . "The Integrity for Taxpayers Act closes a loophole that allows individuals to escape responsibility simply by leaving their position. This bill strengthens the ability of the Office of Inspector General of the U.S. Department of Health and Human Services to hold bad actors accountable and protect taxpayer dollars.” “America’s seniors have spent a lifetime paying into the programs they rely on, and they deserve to know that their hard-earned tax dollars are being protected. The Integrity for Taxpayers Act would strengthen the government’s ability to hold accountable individuals who seek to profit improperly from federal health care programs and help close a loophole that can allow bad actors to escape scrutiny. By giving HHS-OIG greater ability to protect Medicare and other federal health care dollars from waste, fraud, and abuse, this legislation can help ensure that more of these precious resources are available for the seniors and other vulnerable Americans who depend on them. The 60 Plus Association is proud to support Congressman Taylor’s efforts that promote accountability, protect taxpayers, and safeguard the integrity of our nation’s health care programs,” said President Saul Anuzis of the 60 Plus Association. "With our national debt now exceeding $40 trillion, protecting every taxpayer dollar and cracking down on fraud is more important than ever. Thankfully, Congressman Taylor’s Integrity for Taxpayers Act takes an important step toward that goal by closing a loophole in federal law that allows bad actors to abuse federal health care programs. NTU is proud to support this legislation and looks forward to working with Congressman Taylor to advance this pro-taxpayer bill and see it reach President Trump’s desk," said Thomas Aiello, Vice President of Federal Affairs at National Taxpayers Union. Background: Under current law, the Office of Inspector General at the Department of Health and Human Services (HHS-OIG) has the authority to exclude individuals and entities that have committed misconduct (such as licensed healthcare practitioners, administrators, hospitals, pharmacies, or third-party vendors) from participating in federal healthcare programs. However, a loophole states that HHS-OIG exclusions can generally only be enforced upon a bad actor in the role in which they committed the misconduct, meaning they can evade the consequences by moving on to a different role. This allows these fraudsters to evade accountability, limiting the ability of HHS-OIG to enforce consequences and ensure taxpayer dollars are used properly. The Integrity for Taxpayers Act would give HHS-OIG the authority needed to enforce exclusions from participation in federal healthcare systems, hold fraudsters accountable, and safeguard taxpayer dollars. The 60 Plus Association and the National Taxpayers Union are supporting organizations of this bill.
